Naming the Unspeakable. Art and the Truth Commission

The Truth Commission has begun a series of interviews called Naming the Unspeakable with different Colombian artists, all of whom have made the reflection of the armed conflict integral to their work. To date, six meetings have been held to discuss the role of art as a form of recognition and a means to understand the armed conflict. These meetings take as a starting point, the fundamental role of art in Colombia as a means to resist and witness the horrors lived amid violence. The Commission also recognises that art, through its many languages, can delve into the depths of the human condition.

International Support for the Special Jurisdiction for Peace

The international community has been a fundamental support to the Peace Agreement with the FARC-EP. From the start of the negotiations, the accompanying guarantor countries —Cuba, Norway, Chile and Venezuela— were vital to building confidence between the parties and ensuring that dialogues continued in the most difficult moments. An additional impulse to discussions came from the concrete support provided by other actors that appointed special envoys to the peace process, such as Jean Arnault for the United Nations, Bernie Aronson for the United States, and Eamon Gilmore for the European Union.

The Truth Commission and the Colombian Armed Forces

One of the most commonly fraught relationships in a country’s political transition is the relationship between a Truth Commission and the Armed Forces. In Argentina, the Armed Forces denied the findings of the Never Again report and promoted their own independent version of what happened during the dictatorship. In Peru, the Army spoke out firmly against the Truth Commission’s final report, suggesting it was favouring the “terrorists” and in Guatemala, the Armed Forces consistently opposed the Truth Commission from the beginning of its mandate to the very end.

Implementation of Colombia’s Peace Agreement: Kroc Institute’s 4th Report

This public dialogue, co-convened by Embrace Dialogue (Rodeemos el Diálogo, ReD) and the Kroc Institute, brings together speakers from the Kroc Institute to share the results of the fourth report, with our own thematic teams who follow implementation of different aspects of the accord, to discuss the current state of implementation of the Colombian Peace Accord and challenges for the future.

FARC’s Peace Signatories – Challenges and Creative Solutions to COVID-19

This snapshot summarises the highlights of our event, “The Impact of COVID-19 on the Reincorporation of the FARC in Colombia”. We heard from FARC ex-combatants from the formerly named Territorial Spaces for Training and Reincorporation (ETCRs in Spanish), and Laura Villa, representative for the FARC in the National Reincorporation Council (CNR), who discussed the challenges they faced before and during the pandemic, and how they are providing creative solutions to this global crisis from their territories.

Reparations Policy for Victims of the Armed Conflict in Colombia

With Law 1448 of 2011, known as the Victims and Land Restitution Law, and presidential decrees 4633, 4634, and 4635 that followed, the Colombian state created a system of reparations (The Victims Unit, Land Restitution Tribunals, administrative processes, etc.) for victims of the armed conflict in Colombia. This is considered to be the most ambitious reparations programme in the world, as it includes humanitarian assistance measures for victims, contemplates every form of reparation (restitution, compensation, rehabilitation, satisfaction and guarantees of non-recurrence), while aiming to provide reparations for more than 8 million victims. 

The Commitment of Former Combatants with the Truth Commission

The participation of former combatants in the Truth Commission, particularly commanders of armed groups, is key for realising one of the Commission’s principal objectives: establishing which actors were responsible for atrocities committed in the armed conflict. This will also help the Commission clarify how and in what ways the conflict developed over the decades. This Snapshot analyses recent progress on this issue.
